mine years ago...

Take a relay (120V coil) and feed the coil through the relays own normally
closed
contacts... when energized this makes a buzzer with a terrible EMI field.
If you can
get to his wiring, wrapping a bunch of turns of the wire from the contact to
the coil
(make this wire 10' long or so...) around the power feer to his flat will
disrupt his TV
Radio, etc... almost all his audio gear will buzz and crackle.

This will piss off everyone else in the vicinity... use with caution.
