Hmmm...

I am not Harry, but it seems strange to me thall *every* voltage you tested was negative.
Are you sure you have connected the two power supplys in the correct way ?
The one which is supposed to be the negative should have it´s positive output connected
to the other (positive) one´s negative output. This connection will be your ground; the positive
output ot the positive supply is +12V, the negative output of the negative Supply is -12V.
