+/-15v........ easiest way??

This is a symptom of power supply overload and/or inadequate filter
capacitor. The regulators should smooth out ripple pretty well but if
you get too close to the reg. I/O voltage limit, you will see ripple.

Another culprit is poor PS or distribution grounds. Power supplies
*look* so simple but they are not!
