I don't think that that's too unreasonable of a price for such a device, but 
it would also be really easy to build.  One such example...

Your initial price would be about the same, as you'd have to buy some kind of 
programming kit (a basic stamp II kit, or a PIC or Ubicom type thing).  
However, once you get the initial cost in, additional units would be really 
cheap... the cost of the pots and a box to put them in.
