I note that it comes with the Christopher Lists frontplate, so I guess
this one has been lying around for some time. Judging from it's state
I'd say it should not take that much time to wire it up completely and
have it up running fairly quickly, even given some misstakes.

Give the whole thing a power supply and a case and it is the complete
thing.

I guess this project came to the critical point where mechanics kicks
in, and if one (like me) isn't too good at getting that done, then it
stops about here.
