One company in Canada built a special furnace for disposal of PCB oils - 
this unit sprayed the oil into an electrical arc - the very high 
temperatures are required to completely dissociate the PCB/dioxin. 
Throwing the oil into a fire would volatilize the oil, rather than 
destroying it. Same as with burning poison ivy - big mistake. Best 
advice is to take the small quantity of oil you have to a municipal 
toxic waste depot.
