This is true to a point.  I can tell you from first hand
experience that 99% of the PCB out there was not 
in the pure state.  Most was in some concerntation of
other oils whether intentional or not.  Many products 
never intended to have PCBs ended up with them
because of massive contaminations (ie no attempt to keep 
separate (at places like Westinghouse)

I agree somewhat.  But, never the less, we spent
millions in my company alone to get it out of our systems.

I think the best personal disposal method would just be to
add it (safety considered) to a hot fire and burn it.
