you know, the funny thing is that a system like this could actually work..
apparently Tesla tried out tapping electricity out of the ever present
potential difference in different altitudes in the atmosphere.. it involved
huge [tennis court sized] bits of wire mesh and a mountain.. apparently it
worked quite well, large amts of electricity could be drawn literally out of
the air.. however, it drastically altered weather patterns and the
apparatus was quickly destryed by repeated lightning strikes..
