[sdiy] HEX 7 segment decoder

    Just for the fun of it, I wrote pal equations for a 7 segment hex
decoder.

    I have no way to test this.  I do not have an operational pal
programmer at home any longer.  There is a jedec file for a 22v10 and a
jedec file for a 16l8.  I figured those to be the two most common types.

    If it doesn't work....well, I guess I could fix it (or you can, if
you have Tango PLD).
