A PAL sounds OK but it would be nice to have the MCU approach as well since
it could be incorporated into a larger project.

Seems to me that it would be easy to get a small MCU or other programmable
device to do this a lot cheaper than what those decoders used to cost.
Could drive two displays for a full eight bits.

I suspect that there are those who would also like to have an 7/8 bit to
decimal (three display) decoder as well, while we're at it.
