Actually, I've been toying with a similar idea. This item:

is avaliable for around $300USD. It doesn't have/need a fan.
On the Linux Audio Development list some people have
created patches that can get latency down to around ~2.5 ms,
for Linux.

Besides being capable of HD recording, Linux has a growing
list of free audio plugins:

So I was thinking of a diy digital effects box, with
an almost unlimited pallette of sounds.

I think the unit listed above supports one PCI. There
is also a unit that supports PCI and has a socket for
PC104. It would be nice to have an ADC for VC.

I could even envision creating something like the Electrix
Repeater (http://www.electrixpro.com/). Then I could sell
my Lexicon Jam Man on eBay and actually come out with
cash in pocket.

The thing also optionally supports ethernet, so one could
even write a network control program running on win or mac 
machines for those loathe of a CLI. Of course the thought
of telneting to my digital multi-effects unit makes me
excited.
