It is drawing its power through the input protection diodes direct
from the signals themselves. A special case... you are only interested
in the point where at least ONE signal is high.

I don't recommend it... the input protection diodes will NOT protect
the chip without a supply hookup... static damage is very likely !

It will also be a little sensitive to the impedance of the inputs... not
so
that you would notice...
