There are two capacitors in range of few nF from both wires (hot and
neutral)
going to ground wire. If there's no ground pin in your socket, everything
which
is connected to 'ground' in your computer is connected to this capacitive
voltage
divider, hence 110V. They are small capacitors, that's why you're still
alive
after your experiment with touching PC and TV at once.
