    When I looked at that web page, here is what I saw that really stuck
out like a sore thumb:

"Your next step is to gather up the parts. The NE570 and CD4046 are
available from Midwest Analog Products. (The SAD-4096 is no longer
available). For
 reference, here's complete parts list. (Close the window when done)."

    Before you start, I would locate a source for the SAD-4096, because
like the note says, they are no longer availiable.

    I hate to burst your bubble here, but DIY != CHEAP....

    If you are truely looking for cheap, well, I should say inexpensive,
take a look at http://www.paia.com.

    Also take a look at http://www.blacet.com/

    Still, I am not sure if either of these will fit your criteria.
But, they are a start.
