Well, I got lucky and found a Rotex punch in the junkpile courtyard 
at the San Jose State University engineering building.  Rotex makes 
really nice punches.  I have a much larger Rotex at my disposal at 
work which is a turret punch.  The turret rotates to select your 
cutting dies.  The smaller one I found just has one die in it, but 
it's perfect for nibbling thru metal.  I haven't tested it's limits, 
but it's pretty beefy.  So, if this is any help to you, try searching 
for something by Rotex.
