Consider it to be about as flammable as some paper.  Unless your circuits
catch fire themselves, you should be OK.  The only exception for panel use
is that it scratches very very easily.

Hand tools are fine - start with a small hole ( 3/16" or so ) and use a
larger bit to get the correct size.  Use the protective coating to mark up
( with grease pencil ) where the holes go, drill them with the protective
sheet on to protect from swarf and peel it off when you are completely done.
