In large companies EMC tests (part of CE certification) are a big thing.
It's not unusual that as much time is spent for EMC engineering as for
the whole rest of the design. Especially when the product has the full
functionality of a PC, but not a PC's metal enclosure.

I severely doubt that small companies can go thru all of this. OTOH,
everybody can place the CE sticker on his products, confirming the
conformity (AFAIK you *must* do this to sell anything in the EU),
but no one will probably sue you because of excess radiation, as long
as no one files a suit.

If I were truely evil, I'd take a few uC-based boxes of a - hmmm -
"certain" manufacturer and put them thru some measurements,
just to see what happens (;->). But then again, everybody's
sitting in a glass house these days.
