Poly aftertouch is not - it requires a NOTE byte as the second, then a
value.  By spec, Channel aftertouch is NOT 14-bits.  Its a 2-byte message,
though the third could be used for a MSB/LSB config I suppose but it isn't
spec'd that way I believe.

Technically MOST MIDI CCs are 14-bits if you use the LSB and MSB
configuration (part of the spec) but yes, few synths really do it.  Many
synths implement pitch bend with only recognition of the MSB also.
