Hello Neil,
About 20 years ago, I used 2SC2259 for 2SC1583 in exp converter, and
had no trouble. Both were produced by Mitsubishi, but are now
discontinued and rare even in Japan.
2SC2259 is for higher voltage applications. It has smaller hfe (about
100) than 2SC1583 (usually over 200). When I can get 1583, I'd not
use 2259.
In Japan, 2SC3381 (Toshiba) is popular for new disign.

It is in production, and its hfe is high. Because terminals are
separate, it can be used not only for exp converter but for transistor
ladder. By bending pins, it'll fit pcbs for 2SC1583.
