Hi,

Good kit to start off with is the PIC Tutor board that's available from Magenta electronics [www.magenta2000.co.uk]
 which can be bought in kit form for about 30 quid. I started off with this board when I first got into PICs and I can very highly recommend it to ya! This board is based around the 16F84 (one is supplied) which is a good basic device to start with.
