[sdiy] PIC tutors

I need a simple kit/book/etc to teach me the principles involved in PIC use.
Anybody know of one available in the UK (or that will work on my PC) for
about £30 ($45) that's worthwhile? The reason for the 'kit' approach is just
to save time. Also if I just go ahead and get a cheap one will I need a
programmer and what is the standard PIC now in use? I don't want to go to
the trouble of learning something that's already old.
