I did this too... it was on a sub octave generator. With at least ONE input
pin low... the circuit worked fine.  But when the counter reached the all-zeros
state... wham!  it would glitch badly !!!  I finally noticed that the low output
was
0.7V above ground... and figured it out.  DUH !!!
