There's a useful book called:

A Practical Introduction To Surface Mount Devices"
By Bill Mooney
Published by Bernard Babani Book
£4.99 UK

It does what it says in the title.  It's aimed squarely at the
hobbyist, and assumes you want to build stuff at home
and don't want to but expensive equipment.

Contents include descriptions of component types and
packages, soldering techniques, tools needed (incl. how
to build your own), PCB design and even a few example
construction projects.

Vectorboard and veroboard aren't much use for SMD, but I've
seen SMD prototyping board in the Farnell catalogue.  It's not
cheap, but the componentsa are smaller and you can get a lot
more SMD parts on an area of board compared with through
hole components.
