There is a type of low melting alloy that you can use to 'dissolve' the
solder off.
The idea is, it has a very low melting point, so it stays fluid long enough to
get the offending chip off the board. Also the melting point is not sharp.
Then I guess you mop up  the remains with soderwick.
DISCLAIMER: I havn't done this myself. But, it is a known product.
