problems with db50-xg start-up

Hi,

I've got db50-xg waveblaster sound card, but it has problems when powering
on. Sometimes it starts working, sometimes not. What should I look for? All
voltages seem good (the +5V source is actually 4.86V when the card works,
4.90V when it doesn't). What components should be changed, there are some
tantal caps on board, I already changed one. Also could the resonator be
faulty? There also a 74HC14. How about the ceramic caps? Pulling reset low
doesn't help.
