CD4040 is one chip less than 2 CD4013's (and I need 4 flipflops),
but clocks on falling edge. I once did it with an extra transistor to
invert the clock (see JH-720), but then ...

CD4040 has no Qbar outputs, only Q. I once used an inverting
amp for the saw wave to mix it in with the right polarity (see
JH-720), but then ...

Turning it all upside down gets rid of clock inverter and saw
inverter at the same time.

More benefits: The LM339, powered from +/-15V, can easily
cover the lower half (-15V to 0V) with just the pull up
resistors to GND than it could cover the upper half. And half
the range is what the CD4066 can stand only.
