The 4051 is a 8way mux.. basically depending one the state of the three
address pins
one of the 8 ports is connected to the common port..
In this case pin 3 is the common.
Pins 9,10 and 11 are the address port..
So the 4516 either counts up or down, and this controls the 4051.
