Hi Stephen,
if you are talking about the Formant system - yes.

I did it some 20 years ago (yup, I'm another old fart...:-) 
And I even got it to work with very limited resources - that is low quality
3rd hand components (except for mission critical parts of course), almost
no measuring equipment etc.

One big drawback however: the VCOs used the now unobtainable 726 chip,
so a bit of redesign would be necessary.
