PPG 2.3 boot failure

hi folks !

i've got a chance to buy a used PPG 2.3 at a cheap price ( $ 250 ) . It's mint , but it doesn't work .

At the boot , the display "stepping" stops before to finish the first LCD line . mmh ... it's actually bad ?

Does anyone know which kind of problem i'd had to matter ?

I'm not a technician , so do you think it's repairable without the assistant of a NASA Ph.D. ?
