I hate to admit knowledge of such things on this list :) but there are 
several DSP implementations of this effect done with plug-ins for Cubase 
VST, DirectX, etc. QSound, as someone already mentioned, being one of them.

But I'd love to see an analog version. And I'd buy the kit.
