Bit and Sampling Rate Reduction

Anyone have any schematics our thoughts on a bit and
sample rate reduction pedal or module??

I use computer audio a lot, and there's quite a few of those as plugins,
and some built into programs...

But I would love to use it externally, especially nice effect with 4 bit
rate, and a very low sample rate, makes it very computerized bleepy and
very fuzzy at the same time...
