 The April 2000 issue of Elektor Electronics (UK edition)
 has a 3 page article on a "voice shifter" (pages 48-50).
 It looks like a SSB and filter method. Says it has only
 a 6 Khz bandwisth and a +/- 500 Hz shift. But the components
 used are a pair of NE612 double balanced modulators and a
 pair of ceramic filter/resonators. Maybe its cheap enough?
