Could it be that the minimalistic clock circuit you're describing,
and your statement about the quality of BBD circuits be somehow
related ?! (But nobody listens to me either, or to the application
notes of BBD manufacturers, for that matter ...)
The Q and Qbar outputs of a 4013 *do* overlap when they're
loaded with a BBD's capacitance.
