Assuming all component values are fine. The main thing to check is that
you have something to connected to the pitch CV input. If it is left to
float, the protection diodes pull the input too high and the VCO latches
up. Just ground the CV input or apply a voltage from 0 to 8V and you'll
probably find it OK.

But you have got BC212L and BC182L in the VCO haven't you? If you use
the BC182 and BC212, it won't work without shifting the transistor pins
around.
