Peltier devices are prone to failure due to thermal stresses of heating and
cooling.. while adjustment of current can control the heat pumping action,
you then end up with a hefty current source dissipating lots of heat.
switching on/off in small amounts [ie seconds-minutes] is very bad - this is
where the thermal stress factor really takes hold! the recommended way to
achieve temp control on a peltier is to use a PWM at 2Khz or thereabouts
