OT?: ID3v2 (?) encoding synchronized control parameters in MP3 files

I understand there is the capability with MP3 to encode synchronized
control parameters into MP3 files. In a little web searching, I came
across the ID3v2.org site that describes a standard that seems to support
doing this. This capability makes think of some cool add-on widgets to
your pc or player. Assuming that MP3 "radio stations" broadcasts support
this it even gets better. Has anyone here any experience with this kind
of thing? What's the best way of going about making up a prototype with a
generic synchronized I/O capability - and - of course - how the heck do
you take a music file and create a synchronized control track for it? Is
there some kind of Cakewalk-like program that will give you this ability?
Can any of you see where I'm going with this?
