Carrying my AVR torch again,
Atmel AVR, they do a stater kit (STK200) which has 90s8515 on (5UKP each)
and you get assembler ISP and a simulator (though not a great one)
the kit costs about 40UKP. It runs at 4Mhz on the STK200 but can run at
8Mhz, at 8Mhz you get 8Mips. it has on board Fullduples UART, SPI, Timers
and loads of other stuff. 8K of code space, 512bytes SRAM and 32 registers.
