Hi,
The scenix SX requires no additional parts unless you want to operate at over
4Mhz, in which case it does require an external resonator (I think). It does
require that you learn the Parallax style assembly language, but it's pretty
similar to other uc assembly languages AFIK. You can get the programming
pack w/o any hard copy documentation for around $129, but it kinda sucks
having to "leaf" through that PDF manual.
There's a program available from www.bytecraft.com that allows you to program
the SX in C in case you don't want to learn/use assembly, but it's kinda
costly. In addition, there's a LOT of examples on the web for building your
own PIC programmer (if you want to save money and not buy all that parallax
stuff).
If you just want easy, get a basic stamp II or basic stamp II SX. Really,
really easy to learn/use, but you trade off ease for speed, plus they're
about $50 a pop (not including the programming/debugging hdwr).

What's the easist way to start doing boards that require a microprocessor?
The Scenix SX chips look pretty cheap ($5), fast (50 MHz), and simple (no
external clock). And it looks like you can be assembling, programming and
debugging for $150.
Any other recommendations?
