freq counter?

Yes and no.
Basically there are two ways to measure frequency: with timer
which measures period and with counter which measures frequency.
Timer is used for lower frequencies (under 1kHz) and just times
the period. Counter is used for higher frequencies and counts
the number of cycles in specified time interval.
So that technician was right when it comes to lower frequnecies.
