freq counter?

A freq. counter shows you the frequency of a waveform. Better DMMs have
these built in these days. Standalone units feature better resolution,
more display digits, variable sampling times, period measurements, etc.

Most DIY work could be done with a good DMM unit. You want to get 1 MHz
range or better.
