My $.02

I always use a "tabletop" paper-slicer.  It's fast, acurate, and works on
every board I've tried.  I have one that is probably 15 years old and it
still cuts paper as well as copper-clad.

Wow !  Ask and ye shall receive.  I got lots of great circuit board cutting
tips already.

So far, the prize for "best and easiest" idea goes to John Blacet who said
that one of those metal nibblers does a good job.  I just happen to have
one and oh man does it !!
