crap regulators?

If you look at the data sheets, you will note that there is a fair
amount of tolerance for basic regs; +/- .25V (or worse) is not uncommon.
This is normally of not much consequence to properly designed synth
modules where really important voltages are derived from refs or
adjustable regulators.

One option is to use the LM317 and 337 adjustable type regulators and
dial in what you want. 

Your -V is not bad, but the +V is lower than normal. A lot of borderline
spec regulators get dumped on the surplus market.
