crap regulators?

Hi all!
I just built a bog standart power supply which delivers +/- 15V
It has a mains transformer, full wave rectifier, big filter caps, smaller
caps and a 7815 and 7915 regulators at the output.
The problem is that I don't get exactly +/-15 V but +14.5 and -15.2 V
(measured with a DMM and O'Scope). I replaced the positive regulator with
the same model (brand unknown to me), but the same happens. The input of
the regulators is above +/- 22 V. The measures were taken with no load at
all. I can't understand what happens...
Are these crap regulators?
