Minimum load current is something I have seen on regulator data sheets
but I have never seen voltage excursions at the output of regulators we
use. It is probable that the minimum current requirements are being met.

If you use a regulator in a voltage reference situation, it would pay to
be careful. We use a 10 volt reg (78L10) in the KW in such an
application and it's load is very small; no problems.

>From my scan of the referenced article, it might be wise to avoid a
certain brand too.
