Check on Electronic workbench and Ultiboard (their more or less one now).
Even the entry versions come with the a highend router, a more basic router
is also included.
These (cheap) enry versions are almost indentical to the >$10.000 versions.
The big difference; no gerber output, which IS a pain in the @ss.
(excellon is suported as is hpgl)
