The Capacitors that couple the signal into the diff amp at the top of the ladder (.22uF on the schematic I've seen of the model D mini) need to be larger, they limit the frequency response. Also the 10uF that couples the resonance pot could be bigger. Check the archives this was discussed in detail, including clones that oscillate at low frequencies vs clones that don't.
