Yes, the VCA has positive-going voltage response.  The pedal jack is 
normalled to a positive voltage (+10 volt supply through a couple of 
resistors), keeping the VCA wide open with no plug inserted.  Most current CV 
pedals have a 3-conductor (stereo) plug, and they get their voltage supply 
from the host synth.  Moog just used a standard mono 1/4" plug for the Mini, 
and the Moog CV pedals actually contained a 9 volt battery inside to provide 
the needed positive supply voltage.
