Use 2-part epoxy resin.  You can apply it as thick as you like, and then 
file/grind/sand/polish it to whatever shape you need.  It will usually be 
stronger than the parts you are repairing.

I would not reccommend using so-called "plastic cement", because they will 
chemically react with the plastic, sometimes turning it into a gooey mess 
that will not ever dry or solidify (depending on the plastic type).  Epoxy 
resin won't melt the plastic, it will just adhere to its surface (and very 
well).
