Midi Merge Technique?

This has come up several times on the Rec.Audio.Pro newsgroup.

Generally MIDI timing coming from a Win95 or Win98 based sequencer has a lot 
of fluctuation to it.  I beleive it has something to do with the time sharing 
of the CPU.  Apparently MIDI doesn't receive a very high priority from the OS.

The timing on hardware sequencers is usually pretty solid
