It might be sensible to use NRPNs, which are handles directly by some
sequencers. These use 2 controllers to select the parameter and a
further 2 MSB/LSB for data. Once the parameter has been set LSB (or
MSB) messages can be sent singly as you suggest. Although whether
sequencers are this clever may be another matter. Whatever, software
to translate 14bit->NRPN intelligently would not be difficult.
